serpentine belt slipped from the pulley, and it caused my car to overheat, and the A/C to stop cooling?

I am unable to drive it and have been told that the belt isn’t the problem, that the pulleys need to be replaced and I would like a second opinion because I’m unsure of the issue.

Yes, it is common for the belt tensioner to fail causing the belt to come off, but you could have an accessory and has seized up like an alternator or gear pulley so now that the belt is off try to spin each accessory pulley, they should rotate smoothly and easily. Here is information on changing the belt tensioner out. Check out the images (below). Please let us know how it goes.
