Security system will not turn off under 6 degrees temperature after starting

The car will start but the security system will not turn off and steering wheel is hard to turn and all lights flash. You can drive it but hard to turn .

Hi,

When you say it can be driven but it's hard to turn, I'm confused. Does the security system shut it down or does it run but you lose power assist to the steering? When you say all lights flash, specifically which ones? Is it only ones on the instrument panel or all lights.
