Will not start after truck was vandalized and wires were pulled out of headlight

Unfortunately, this is most likely a wiring issue now. If they damaged the harness, they probably damaged wires that are part of the CCD bus. This is the network that all the modules communicate on. If this is not intact then more than likely it will not start as you are experiencing.

We are going to need to start identifying the wiring and repair it to start re-establishing the communication. You can check for codes but I suspect you are going to have a bunch of open circuit codes. This can help identify what needs repaired but again, we are going to have to start here.
