Should the security light blink when the car is turned off? It goes out when the car is started.

Yes. The light is supposed to tell thieves to keep walking as your vehicle is "secure". As long as the light goes out when you try to start the engine and when it starts you are okay. If the light stays on when you try to start the engine you have a problem.
