1999 Saturn SL2 automatic start cooling fan

I have a new cooling fan motor and new relay in this car. The cooling fan kicks on as soon as the a/c comes on, however, that appears to be the only time it kicks on. The car will run at 1/4 on temp gauge on highway, but temp climbs to at least 1/2 in around town/stop and go traffic. Is it supposed to automatically kick in, and if so, what may be be causing this?

Your coolant temp sensor turns your fan on at 222-226 degrees on your car usually about a little over half way on the temp gauge.I would try changing the sensor pretty common for them to go bad on your car.The problem is there's only one sensor for the gauge and the computer so when they go bad you never know it because they always read lower then actual temp.There like 10 and easy to change they just screw into the head.Make sure you get a brass tipped one the plastic tipped ones crack.Also make sure you inspect it's connector for corrosion if it's corroded then replace the connector too.Make sure the engine is cold when changing and you will lose coolant.I posted a diagram of where it is figure 6 screwed into the head right below where the upper hose goes on.Let me know how it goes.
