1997 Saturn SL2 Cooling Fan

My '97 Saturn SL2 has been overheating lately. I checked the coolant levels and they seem to be fine. I then looked the cooling fan. It doesn't want to turn on. I checked the fan motor and the fuse box. The motor works and all the fuses are intact. I am convinced the radiator is not clogged since the car doesn't overheat when it's moving. What could be the problem?

How high does the temp gauge go up too when its overheating?Also u said the fan doesnt work but then u said u checked it and it work does the engine cooling fan come on when u turn the a/c on?
