1993 Saturn SL2 Cooling fan does not start on it's own

The fan does not turn on when the temperature guage goes beyond the half way point. The car overheats in stop and go traffic.
I can turn on the cooling fan by turning on the air conditioner.
The temperature guage works fine.
I checked the connector to the coolant temperature sensor - Got 5 volts, as advertised.
Replaced the temperature sensor (without checking it first).
Once the fan is turned on by starting the A/C, it will stay on until the temperature guage reads below the halfway point.
The problem still remains. Is it possible that the PCM needs to be reset? How can I do this?

First of all on your model car the fan will not come on by itself until at least 3/4 on the gauge unless your car has something wrong with the gauge. Only the newer saturn's fan came on just over the 1/2 way mark. If your car over heat's in stop and go traffic and your cooling fan work's then I suspect you have a clogged up radiator fin's from sand fur bag etc not pulling enough air threw it. Or you have a missing air dam it's spring loaded and hang's down below your a/c condensor it directs air up into your radiator.
