2001 Saturn SL1 loud whining

The whining occurs when the engine is running and gets louder when accelerating. It also gets louder when you race the engine, even when in neutral and sitting still. It does not seem to change at all when making a turn. My mechanic says it's the power steering motor. It does not seem to be losing fluid, but they say the motor could be going. Does this make sense?

Usually on those its the idler pulley or a/c clutch bearing. Once in a while the alternator bearing. But could the water pump too usually if its the power steering when u open up the cap it gets louder. Take a look at those other things as well let me know what u find.
