1999 Saturn SL1 Car overheats

My car overheats and the heater doesn't work. I thought it was the thermostat, but after changing it the car still overheats and the heater still doesn't work. The fan kicks on as soon as it begins to overheat. Is it the heater core or something like a clogged radiator?

Sound's like you need a coolant temp sensor and a new radiator cap.Also inspect the connector to the sensor if it's corroded then you will have to replace the connector too.The sensor is only 10 make sure you get a brass tipped one the plastic tipped one's crack.I posted a diagram to show you where the sensor is.
