Saturn SL1 99 turns over strong and wont start but you can smell gas. Whats wrong?

Hi there, first thing to do is clean the spark plugs and check for a good spark, start here.

We got new spark plugs, the fuel filter is ok, and the fuses are good. What else could it be?
