1993 Saturn SL1 Check engine light keeps on coming on

My check engine light keeps on coming on every time when I go (slightly) up hill, or hold my gas pedal pressed down for a long time. When I let go of the gas pedal for a while and just let the car roll (usually) it will turn off again.
It seems also that the lower I am on gas, the more the light will come on and sometimes won't turn off at all.
I have been to maybe 5 garages already and they all tell me it's nothing and not to worry about it. If it's nothing, then why does it keep on coming on? And why does my car seem to have problem after problem?
I've had to get a new battery, new alternator, then a new waterpump/ belt, etc.
Please Help!
Hopefully you can give me answers.

I can't remember the code, I believe it was a 28 (it meant electrical), but I'm not sure. I can't find it anywhere in my papers, don't think they wrote it down. All I know is that they all keep on saying it's just electrical? So what? That doesn't matter? I really don't get it. Sorry if I can't be of more help. Hopefully you can still help me.

The code(s) stored in the PCM's memory can be read either through a hand held diagnostic scanner plugged in the ALDL connector or by counting the number of flashes of the SERVICE ENGINE SOON telltale lamp when the diagnostic terminal of the ALDL connector is grounded. The ALDL connector terminal "B" (diagnostic terminal) is the second terminal from the right of the ALDL connector's top row. The terminal is most easily grounded by connecting it to terminal "A" (internal PCM ground), the terminal to the right of terminal "B" on the top row of the ALDL connector.

Once terminals "A" and "B" have been connected, the ignition switch must be moved to the "ON" position, with the engine not running. At this point, the SERVICE ENGINE SOON telltale lamp should flash code 12 three times consecutively. This would be the following flash sequence: Flash, pause, flash-flash, long pause, flash, pause, flash-flash, long pause, flash, pause, flash-flash. Code 12 indicates that the PCM's diagnostic system is operating. If code 12 is not indicated, a problem is present within the diagnostic system itself.
Try that and let me know what code's you have.
