1999 Saturn Sedan Stalling caused by Compressor locking up

My sister's car has been stalling/hesitating. Her mechanic went through it with a fine toothed comb and did everything he could but could not find the problem. My husband took it to our local Saturn dealer for a diagnostic. They say that the A/C compressor is constantly starting up and shutting off and that is what is causing the problem. They say the compressor will have to be replaced because the way the system is set up the car will not drive without it working right. They can't just disconnect the A/C. Does this sound right?

If its locked-up you gonna be hearing squealing/rumbling and will break the belt if its has its on pulley on the crank now if its a serpentine belt and its locked-up you have to remove it and get a belt w/o an AC.
