Bad tensioner?

Okay, so I just got back from college, and my brother tells me the serpentine belt on the 92 SL2 1.9 DOHC that I gave him is loose enough to be just taken off by hand. I realize this is bad, and try to look at the tensioner. I can wiggle it around, so obviously it is loose; it's definitely not providing any tension on the belt. Can this be fixed or must it just be swapped out, and with how much expense are we talking? Thanks, guys.

Well my Tensioner on 1997 Saturn is dead. And how do you replace it? It is almost impossible to replace IT!
