2000 Other Saturn Models HEATER WON'T PROVIDE HEAT

My 2000 SL1 Saturn heater will not work. I live in Chicago with winter temperatures in the teens. I start the car and run the fan motor on max and no heat comes out. Things I am thinking of checking -
1. Engine thermostat
Is there also a diaphragm control valve for the heater somewhere?
Any advice would be appreciated and I am mechanically inclined.

1st step find the engine temperature controller also called the Thermostat and replace it then report back to me. That don't fix it-I hope you got a good back. Its gonna be tedious.
