1998 Saturn SC2 won't start

1998 Saturn SC2 1.9L, DOHC, 2WD, 100,000+ miles, won't start. When I turn the ignition it clicks but never engages the starter. Battery tests good.

Check the connections at battery, alternater, ground and starter. Must be clean and tight. May have a starter going bad. Can try to rap on it while turning the key and see if it cranks.
