1993 Other Saturn Models Stalls

My Grandaugter has a 1993 Saturn station wagon 1.9 liter motor.
When she starts the engine and steps on the brake it alaways stalls, and
if she puts it in gear (automatic transmission), it misses badly and
stalls. It has a new fuel filter, fuel pump, spark plugs, throtle body sensors, and
no vaccum leaks. Any idea's why this is happening, or what to check next?
