1999 SAAB 9-3 repair Question Starter

On my SAAB the solenoid is engaging but the starter is loosing 4 volts while trying to engage and it wont turn over. Battery & cables are good. 12.20 volts at battery terminals and at starter terminals until the load is placed and it looses about 4 volts and only the solenoid engages. Is there a relay for the starter on this model? I cannot find it as a part offered anywhere.

12.20 volts at battery terminals

I don't consider this battery good-it has to have 12.4 or better- If it can hold 9.6 volts when you crank engine over for 10secs while ignition system is disable -its good if not replace the battery then go from there.
