2000 Rover 4 Series 4 cyl Four Wheel Drive Manual 70.000 miles

Kindly pls answer regarding to overheating my Rover 416.
All described parts are replaced with new(thermostat, temp. Sensor, blok motor gasket), but cooling fan switch fan to late I mean about 10 st C, when
drive slow or rush hours also stoping.
Can you suggest adjustment and where this wrong point of switching cooling fan. It seems that this will solve problem.
Note that catalitic converter dont pass technical inspection during registration, maybe it influence to engine overheating.

If catalytic convertor is restricted it could well be adding to the overheat fault.
