Rough idle and smoke out tailpipe

Bought the car at auction drove it a hundred miles ran perfect. Stop to get off the interstate started at rough idle. Camping at the shop two days when I started it again still had a rough idle after changing the spark plugs wires and cap and it started smoking out the tailpipe.

What color is the smoke?

I would start with a compression test on all cylinders.

White and blue, number four cylinder only has 60 PSI, and is a 1999 Accord.

VTEC single overhead cam four cylinder.

White smoke is an indication of a leaking head gasket. The fact that you have low compression indicates a failure in that cylinder. The head will have to come off anyway. At that time it can be determined if the head or the gasket is the cause.
As far as the blue, which is oil burning, it may be rings which will indicate once the head is off, it would be wise to replace the piston rings as well.
