Replacing ignition cylinder

In trying to replace the ignition cylinder, I have removed the bottom steering cover, I am not able to remove the top cover, it seems to be locked on the key side, the gear lever side is ready to come off, is there something I am missing? I do not want to break something trying to force it.

The thing that started this was the key will not turn, after I get the cover off. I am still going to have to turn the key, do you know of a way to do this as well?

There is probably another screw you are missing for the top cover. As far as the lock itself, it is designed to be removed in the "on" position. If you cannot turn it on, then you have a very big problem that you are not going to be able to solve. You are going to need a locksmith because some very critical drilling has to be done and one slip with the drill and you are replacing the entire housing. I suggest you either find a mobile locksmith or have it towed to the locksmith.

You also have to remove the steering wheel which involves removing the air bag and that is very dangerous and should only be done by trained professionals. Removing the wheel also requires a very specific puller.
