cant recharge AC system

Replaced Ac compressor dryer and office tube drew a vacuum for 2 hrs and tried to recharge but it doesn't appear to be taking the Freon and the low side gauge reads 95. what am I doing wrong?

either the compressor isn't working or there is a blockage in condenser or high side.
