Repair shop possibly unnecessary work

I am having my front brakes changed, oil changed and new spark plugs done and I have a few questions.

I am having my front brakes changed, do I have to do the rotors with the brake change or can I decline to have the rotors done and do them at a later time?

Do I have to have these services done with the work I am having done to my car or is it necessary to have it done now or can it wait to be done at a later time?
The services being:
Coolant Flush?
Throttle Body Service?
Fuel Injection Service?
Power Steering Flush?

I am limited on money but need the work done I just want to see if it was all necessary/things that have to be done due to the work being done to the car or if some of it is necessary but can wait to be done at another time when I have more money.

As far as the brakes go, it is a question of being able to measure the thickness remaining on the rotors. Generally, you do not need to replace them when doing the pads. As for the other stuff, if you are not having any running problems, then you can get away without doing them.

The coolant flush would not be a bad idea at that mileage, but probably not necessary as long as you have actual coolant in the radiator and not water. I am not sure what they do with a throttle body service, but I would assume that they are talking about cleaning it. Again, if there is no running problem, I would not do it. I would not touch the fuel injection either. Maybe buy a bottle of injector cleaner to put in the gas tank occasionally, but that is about it. And as far as the power steering, at this point, if it is never been done before, it is likely to cause more problems than it solves. Definitely skip it.
