With engine running at normal operating temperature and the heater blower on full. Check the hoses to the heater core are both getting hot. If they are not then the core is blocked and needs flushing out !

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
