2004 Renault Megane Renault Megane will not start

The car wont start and the radiator fans start in full throttle and remain on even after I close the car for about 2 minutes.
On the board it says that there is a Electronic Fault.
I started the test mode and it displays the following error: "Panne capteur Temp. Eau".

Sadly, I have no possibility to connect my car to a diagnostic computer. What can I do to start a car?

The only way to fine the problem is to have the car plugged into a renault diagnsotic computer i'm afraid. Have the car towed to the workshop

How can I check the supply voltage is fed to the ECU?

Locate a repair manual for the wiring diagrams and check you have a good fuse the check the voltage on the feed wire to the ECU
