2002 Renault Laguna surging at low revs

Hi,
i have a laguna 1.9 dci, when I rev the engine slowly from idle to about 2000 there are noticiable surges in that range. These surges seem to go if you rev quickly.

would I be right to change the fuel filter first.

N.B. Turbo and intercooler changed in 2007 (20000 miles ago)

Replace the fuel filter. Check for any vacuum pipe leaks on the engine. Also check or replace the TPS (throttle position) sensor !
