Rear two tires seized/parked on hill

my two rear tire are seized up i think, ive tried rocking it back and forth with no luck. parked on a hill which make it harder

I hate to say it, but you need to get it on a flat surface so you can safely lift the vehicle and check if something has locked up with the brakes. It is odd on this vehicle that both sides would do this. Let me know if you can get it to a flat area.
