I have the car listed above with a power glide transmission with 1969 nova 350. I am running 3,200 rpm's at 70 mph. Would like to be running 2,000 at 70 mph. What ratio do I need to change in my rear end to achieve this? Or will it lug on take off?

Welcome to 2CarPros. The "common" rear ratio in the 1964 Impala with an automatic was 3:36 - 1. There was a 3:08 as well that came behind a P-Glide. That is about as tall as you would want to go really. To drop the amount you want isn't possible with the power-glide. You might be able to get a bit closer if you swapped an OD transmission like a 700R4 into it.
