Rear brakes

When releasing rear brakes they stick and make a popping soundg as they unstick or unlock after apply gas as if the c
ars power is unlocking the brakes by forward movement. Whats the problem? Any ideas would really like to fix this problem.

Suspect cable siezed and binding and/or binding return spring

Shoes maybe sticking to drum if contaminated likely brake fluid from cylinder
