Real cold weather engine will not start

Real cold will not start charge and jump start for half hour then finally start.I do not hear pump prime. So I changed the pump and changed temperature sensor still no prime pump noise and no start.

Hmm, if it is cold enough maybe the relay itself is frozen. That relay should be in the power box that is under the hood.

Okay, your reply was great but am l suppose to hear the pump prime by cycling key on and off and is the relay marked Eli or fuel pump relay? Or is the a noted relay marked as something else? Thanks.
