Radio only blinks the time occasionally?

I bought the car used 6 months ago and the radio has not worked the entire time. When I press the power button or the clock number button it blinks and obviously wrong time than goes blank again. Temp is still seen and appears to be working. Attempting to run the ACM on demand self test all I get is an error that the test cannot be started. Do I need to replace the ACM entirely or is there something I can try to get it to work again?

Okay, you may have a SJB that is out but to be sure lets use this guide to check for power on both sides of the fuses# 39 14 with the key off. Next, test fuse # 28 the same way when the key is in the crank position. These fuses are in the fuse panel at the right kick panel inside the car.

Thanks for responding. Don't have a test light, but I do have a multi-meter. #S 39 and 14 have 12.5v on both sides with key off. #28 has no power change. 0.17v on both sides in the crank position.

Bummer, this means the SJB is bad which is common but we should check the radio ground circuit as well. Here is the location of the ground and which pin it is, please disconnect the radio before testing. Check out the images (below). Let us know how it goes.
