Over fill tank keeps on filling up with water

I been having a leek I thought on the bottom left hand side of radiator, but now I don't see any leak there, but now my over fill tank keeps on filling up with water. Need help please!

Good afternoon.

I would start by changing the radiator cap. If the valve does not hold 16 pounds of pressure, the pressure will bleed off to the surge tank.
