Primary ignition circuit

I am supposed to have battery voltage (twelve volts) at the positive terminal of the coil with the ignition "on". I only have 5.8 volts. What might the problem be?

Is this a contact point ignition?
I have the wiring diagram and I do not see contact points or any ballast resistor. It is a pink wire coming from the ignition switch that feeds the twelve volts, so check that wire leaving the ignition switch for twelve volts.
