Power steering whinny noise

Am familiar with Honda and Acura O-ring failure at the pump which can change the pressure outside vs inside and can cause a whine when turning steering wheel, but this one is different, 1-10 scale of how hard steering is, I would say 7, fluid is dirty but full. Turning the steering wheel does not cause the whine like it does when the O-rings or pump is bad, it is continuous and not coming from the reservoir or the pump but rather from close to the firewall on passenger. I can feel the whine in this hose showing you, which is not sure if it's going to a rack and pinion or what. So, I don't know what it is.

Yep, worn out fluid can cause the noise and the lack of power assist. I would flush the fluid which you should do anyway even if the pump is bad. Here is a video to show you how and I have included how to change out he power steering pump if the flush does not work.
