When not applying pressure on the gas the power steering is locked up?

When not applying pressure on the gas the power steering is locked up, but when you step on the gas the power steering works as usual.

Nine times out of ten it will be the power steering rack. The seals get weak and cease this issue. You might want to try a system flush, this guide can help:
