Steering wheel very difficult to turn at a stop and slow speeds

On highway seems to handle fine. Power steering reservoir is full but does not appear to be circulating when running. Serpentine belt replaced last December and appears tight.
At stop, steering wheel turns an inch or two, then I feel resistance and have to force it to turn further. Help!

If you have noticed that the fluid isn't circulating as the belt is tight, chances are the pump will need replaced. However, I have a question. If you rev the engine slightly, do the symptoms change?

I did not check if symptoms change with engine reviving. Will have to check in the morning.

Hi,

I have tried to send all directions but have been unsuccessful. Here are the basics for replacement. If you need torque specs, let me know.

Pic 1
Release hose clamp (1) and detach intake pipe (2) from vane pump.

Installation note:
Markings on intake pipe and vane pump connection must match up.

Pic 2
Release bolt (1) and remove bracket with refrigerant line.

Unfasten screws (2).

Installation note:
Replace aluminium screws.

Observe screwing sequence!

Pic 3
Release banjo bolt (1) and disconnect pressure line.

Installation note:
Replace all sealing rings (D).

Make sure pressure line is laid without tension and with sufficient spacing to adjoining components.
