Began losing power steering?

Began losing power steering, fluid levels were fine and wasnt aerated so I thought power steering pump went out. Replaced pump and flushed system. Did the whole process to get air out of the system, even pulled a vacuum on the system but power steering still doesn't work. Check engine light is not on.

Yep, it sounds like the power steering rack went out. You will need to drop the sub frame and hang the engine and transmission with an above engine cradle. Here is what it looks like for 85.00 on amazon.

Thank you. The power steering now works intermittently. When it does work it almost feels like it loose or has lots of play. Would you still recommend replacing the steering rack?

Yep, it seems like the selector valve inside the rack is no good. In this system there is only the pump, hoses and rack, you already did the pump.
