Power steering

We) I had a new pump installed and I don't have power steering still. The 1st pump I had installed was a refurbished one it was worse than the one that was in it so I had a new pump new put in and honda fuids put in, still no power steering and when I look at reservoir it looked like it didn't have any it it so I put about 4 cap fulls in it & then it looked fullthat was with car not running. I started car up for afew minutes and when I turned back off it and it looked empty again & it should be full right. 2 bottles was supposed to be put in it.

Hello, the entire power steering system will hold less than 1 quart of fluid. If you are losing this much fluid so quickly you should be able to see a large wet spot underneath the vehicle. If the system has been run dry there is a chance the rack and pinion has been damaged, which may be a reason why the steering is still hard to turn while the system is full.
