One wire in the connector is completely unattached to the piece. I have access to it. Can I strip the wire and reattach it?

Hello, I'm Danny.

It doesn't look like there is a lot of wire left sticking out of the connecter in the plug. If you go to an auto parts store you might want to buy a new connecter and attach to the blue wire. You can use an unfolded paper clip to release the old wire connecter from the black plug. After fixing the wire with new connecter it will clip right into the black plug and stay in place. If you think there is enough wire sticking out to make a repair then you might be able to solder the wire back into place. Hope this helps and let me know if you have any further questions on this issue. Thanks for using 2CarPros.
