In the rear truck on the LEFT side, pull out. The Relay box is labeled in German, The translations are: Foam, Machine, band, etc I cannot tell which Relay is which. A diagram would be awesome, or idenify by the two (2) rows of four (4) there are eight (8) in total. E.G. When turned over, left side 3rd relay or tell me which german label is the Starter Relay, IF it is at this location. May be elsewhere. Fuses good, starter turns when externally powered.

Where is the starter relay on a 1998 Porsche Boxster?

It is a relay in the left rear area. Look for the relay that has 4 wires, yellow, yellow/black, red/blue, and yellow/violet/brown. The yellow/black wire goes to the starter. The yellow wire comes from the ignition switch. The 3 colored wire comes from the dme. Check the clutch switch also if its a manual trans because the dme gets its signal from the clutch switch. Sometimes if someone had the relay panel apart the relays don't get back in their proper location so you have to go by wire color.
