After a bout of freezing rain we cleaned the car off as best we could. However there was still ice on the top of the car. We were driving with the wipers on delay and when we stopped some of the ice fell from the top of the vehicle and hit the wipers which of course choose that moment to resume. Now the driver blade arm does not move, but the passenger one does. How costly a repair am I looking at?

Depends what broke. If you got lucky the arm is spinning on the pivot and you can tighten that back down, IF your not so lucky, you may need a wiper transmission. I'm sure it will be less than a thousand dollars ;)
