The back brake lights have had the bulbs replaced, the fuses replaced. The rest of the lights on the car work, including the brake light in the back window. What the two brake lights in the back of the car will not work.

What am I missing?

Check out the brake light switch, located on top of brake pedal arm under dash.

If your luck is like mine you will need to replace the multi switch/turn signal/hazard signal switch on the steering column. This original GM part is around $500. A non GM part is around $225. For dealer to put in is around $150. So, this is a $375 - $650 problem.
UNLESS you go to local junk yard/auto parts supplier. I found the GM part there from a car with only 48,000 miles for $80. Used this link below, with pictures, to put it on. Total cost = $80 and about 2 hours time.
