2002 Pontiac Grand Prix windshield wipers

There is a piece that sits outside the wiper motor that causes this. It is used to return your wipers to the down position. You can purchase it a dealer but they are kind of a pain to set up if your are not mechanically inclined. I dont think it was to expensive to have it done at a dealer.
