Someone sugared my gas tank, which was on empty. My question is, is there a screen to block it from getting in? Or what do I do about it before I resort to popping off the gas tank to clean? My car is parked and I havent noticed anything with fuel pump, so far.

Need to drop and clean it out, even with screen in place it wouldn't be able to block the small sugar granulates, screen is mostly to prevent thieves siphoning fuel from the tank. May want to replace fuel filter after you clean tank and start it up, just in case any is left in after cleaning.
