The fan speed could be a shorted fan speed resistor. Go to the resistor in the hvac plenum next tot eh blower motor and use a test light to see if it is getting power into in out when fan speed is changed on dash. The direction of air could be a vacuum source problem or controller or actuator. First be sure that the vacuum line from engine to dash is good. Then you will have to remove some panels and see if the actuators are moving when differnet positions are selected.
