1995 Pontiac Grand Prix auxiliary fan

Hello,
I have a Pontiac Grand Prix 95, 3.1L engine. Recently, I found that the auxiliary cooling fan (passenger's side) does not run when I turn on the A/C. Instead of this, the primary fan is running. I checked the relay and the fan (by jumpering its wires), both of them are working properly. I checked the power on the relay contacts with a test lamp, it appears to be OK. It seems that the auxiliary fan relay does not get a ground when the A/C is turned on. Is there any problem or the auxiliary fan is not supposed to run with the A/C?
