How do you know when you need a motor and how much should a motor repair cost

You know you need a motor when the cost of repairing or re-building the one you have is more expensive than replacing it. In your cars case the cost of dropping in a new motor would cost far more than the vehicle is worth even if you do it yourself. You will have to be more specific as to what kind of engine repair you need to have done. A full engine rebuild may run into thousands of dollars if the drive shaft or valve train is damaged. Something like a blown seal replacement should only be in the $500 ball park maybe less.
