Strange noise when turning

I own a 1991 grand am 116k lately I have noticed a weird noise when I turn right, it kind of sounds like a scratching almost as if there is a tree branch stuck under the car. I have asked my mechanic about it and he thought maybe the rack and pinion was starting to go, but he wasn't sure because of course the car didn't make the noise when he drove it.

This is a known problem with Bonneville's. It is either the rack of pinion or the power steering fluid level might be low.
