1999 Pontiac Grand Am Fans don't come on

This is my brother-in-laws car who happens to be serving in Iraq and I'm trying to get this car ready for him before he gets back. This vehicle has two fans but neither one comes on even with the AC on (which doesn't blow cool air BTW). Are there relays to check? I looked at the fuses and they're good but the relays are solid gray blocks so I can't tell if they're bad. Any suggestions? Thanks.

First check the fans, you can unplug the connector and apply 12V to the fan motors, if they don't come on, then the motors are bad.

If when the engine is at operating temp, you should hear the relay "click", if not then the relay is bad, or the fan switch, of the fan fuse.

You can go to a junkyard and get a relay, install it. If this does not solve the problem then the fan switch or fuse.

Obvisouly check the fuse first.

Yesterday I actually found the connectors and disconnects while car was running; then after I plugged them in they came on. Thanks for advice.
