1997 Pontiac Grand Am Instrument cluster

Gauges not working, no speedo or tach either, checked all the fuses. Is there a voltage regulator for the cluster? If not which wire would power the cluster? Also was told that the ignition switch may have problems and that it is not sendind power to the cluster. Can you advise? Thank you for any assistance!

Check that these fuses have power through them, use a test light. let me know the results.
