1995 Pontiac Grand Am Replacement of Deployed Air bag

Hi,
My buddy's 1995 Grand AM GT was in a rough front end collision a while ago and I'm attempting to take up the repair job myself but I have a few questions regarding the now deployed drivers airbag.

1) Am I required to install/have installed a whole new steering wheel airbag system in order for it to pass NYS inspection?

2) If so do have any ideas as to how much this might cost me or have any advice as to what might be my most cost effective options here?

3) Is it possible to circumvent any of my potential airbag snags by purchasing and installing an after market steering wheel?

Any help you could offer me with this would be greatly appreciated, you guys are great. Thanks in advance fellas.

Before doing anything I would contact the governing body for highway safety in your state and ask about the airbags being present. Air bags are for the protection of the vehicle occupants, not necessarily a public safety item. If you need to repair it, th ebest bet would be to get a bag from a salvage yard, you will also need the front sensor and to pay to have the codes cleared when it is all done
